					<description>When my friend was in Somalia for the Peacekeeping turned Peacemaking Mission (another interesting topic on political and media semantics), the Somali insurgants could shoot at the Marines all they wanted but as soon as they were spotted, they would drop their weapons and then the Marines could not return fire on "a defenseless human being" with .  There was a scene where this happened in Black Hawk Down but a lot of people missed that. 
 We have rules for engagement and the enemy knows that.  We have compassion for our dead and the enemy is aware of that.  They are righteous for dying for their cause and consider jihad a noble exercise in faith.  We should be aware of this and change the rules of engagement accordingly.
